The short answer

MACS and other Victorian Catholic teachers are still paid the 1 July 2025 rates: $79,589 (T1-1) to $118,063 (T2-6). No 2026 rise has been paid. The employers' proposed 2026 agreement would lift the scale to $92,882 to $133,456 from 1 October 2026, matching the government deal, but it is not agreed and not yet payable.

  • The current agreement (CEMEA 2022) expired on 31 December 2025 but still applies.
  • A 7% offer failed in a staff vote in October 2025 (45% yes).
  • Back pay to 10 August 2026 depends on an in-principle deal by 15 November 2026 and FWC approval.
  • The IEU has not agreed. It objects to time-in-lieu, meeting hours and the leadership pool.

Who this covers

Most Catholic school teachers in Victoria are covered by the Catholic Education Multi-Enterprise Agreement 2022 (CEMEA 2022). Its employers are Melbourne Archdiocese Catholic Schools (MACS, including MACS Specialist Schools), the Diocese of Ballarat Catholic Education Ltd (DOBCEL), Catholic Education Sandhurst Ltd (CESL) and about 28 religious-institute and other employers, including Edmund Rice Education Australia, Kildare, Mercy Education, Marist Schools Australia, Loreto, Genazzano, Salesian and Whitefriars.

The Diocese of Sale (DOSCEL) is not on the CEMEA. It has its own 2022 agreement, which we have not been able to read, so its rates are not shown here. DOSCEL is, however, one of the 34 employers covered by the 2026 offer.

The proposed 2026 agreement: what the employers are offering

On 15 October 2026 the Victorian Catholic employers (VCEA) posted proposed salary tables for a Victorian Catholic Education Multi-Enterprise Agreement 2026, marked 'subject to change'. The rates match the government schools' VGSA 2026 path step for step. Rises would total 28.3% at the top step and 32.4% at the graduate step by November 2029.

How we got here

Victorian Catholic bargaining timeline
DateWhat happened
28 Oct 2025Employers put an offer of at least 7% from January 2026 plus $1,500 straight to staff. It failed: 45% yes, with more than 25,000 voting. The January 2026 rise was never paid.
7 Nov 2025Employers say no rises will be paid before an agreement is made and approved.
12 Jun 2026Second offer: match the government agreement increases.
16-26 Jun 2026FWC hearing on the IEU's application for a single interest authorisation covering 24 employers. No decision found as at mid-October.
15 Sep 2026Third Catholic offer, with backdating to 10 August if in-principle agreement is reached by 15 November.
17 Sep 2026Government school staff vote 93.1% yes to VGSA 2026.
5-9 Oct 2026IEU: no in-principle agreement. Concerns over time in lieu, after-school meeting hours and the POL pool.
15 Oct 2026VCEA posts proposed salary tables and says it is hopeful of agreement within four weeks.

The IEU's objections are about conditions rather than the headline pay rates. It says the proposal would replace hour-for-hour time in lieu with five employer-scheduled days, move time in lieu into a side memorandum or deed rather than the agreement, allow up to 40 more after-school meeting hours a year than in government schools, and lift the POL pool by only 17.9% to 18.9%.

Victorian Catholic vs government school pay

Catholic and government rates in Victoria have long been identical, and until October 2026 both sectors were paid the 1 July 2025 rates. That has now changed. Government staff's VGSA 2026 was approved by the FWC on 16 October 2026, with back pay to 10 August 2026. Catholic staff have no agreement at all, and their back pay depends on a deal by 15 November. See the Victorian government pay scale and our report on the VGSA 2026 vote.

If backdating does go ahead, you would get a lump sum covering the gap from 10 August 2026. Back pay is taxed as part of your income for the year it is paid, and PAYG withholding on a lump sum can look high on the day. Our back pay calculator estimates the amount, and tax on teacher back pay explains how it is withheld.

Super and salary packaging

The CEMEA pays the 12% Superannuation Guarantee and no extra employer contribution (cl 43.5). The default fund is Catholic Super. Salary packaging is allowed on a cost-neutral basis to the employer (cl 43.3), and MACS uses Smart Salary. Catholic employers are usually FBT-rebatable, which gives a 47% FBT rebate on up to $30,000 of grossed-up benefits a year, though we have not seen MACS state its own status. Our salary packaging guide explains what that is worth.

Frequently asked questions

How much do MACS teachers get paid in 2026?
MACS teachers are still paid the 1 July 2025 rates: $79,589 at T1-1 to $118,063 at T2-6. No 2026 rise has been paid, because the new Catholic agreement has not been agreed.
Will Victorian Catholic teachers get the same pay rise as government teachers?
That is what the employers are proposing. Their October 2026 tables match the government VGSA 2026 rates at every step, reaching $92,882 to $133,456 from 1 October 2026. It is not agreed yet.
Will Victorian Catholic teachers get back pay?
Only if in-principle agreement is reached by 15 November 2026 and the Fair Work Commission approves the agreement, according to the employers' offer. In that case back pay to 10 August 2026 would be paid as a lump sum.
Why did Victorian Catholic teachers vote no?
The October 2025 offer of at least 7% from January 2026 failed with 45% voting yes. The IEU's current concerns are about time in lieu, after-school meeting hours and the size of the leadership allowance pool rather than the salary rates.
What is the graduate salary for a Catholic teacher in Victoria?
A graduate on T1-1 earns $79,589 today. Under the employers' proposal it would rise to $84,631 from 10 August 2026 and $92,882 from 1 October 2026.
Is the Diocese of Sale on the same agreement as MACS?
No. The Diocese of Sale (DOSCEL) has its own 2022 agreement, but it is one of the 34 employers covered by the 2026 offer.
Do Victorian Catholic teachers get extra super?
No. The CEMEA pays the 12% Superannuation Guarantee with no extra employer contribution. The default fund is Catholic Super.
