The short answer

ACT public school teachers earn $91,396 as a graduate (Teacher Level 1) rising to $129,106 at the top of the classroom scale (Teacher Level 8). These rates have applied since 4 December 2025. The agreement expired on 31 March 2026 and no new rise has been agreed, so pay is frozen until a new deal is made.

Every ACT public school teacher is paid under one document: the ACT Public Sector Education Directorate (Teaching Staff) Enterprise Agreement 2023-2026. It sets a nine-point classroom scale (Permit to Teach, then TL1 to TL8), a leadership scale (School Leader C, B and A) and casual daily rates. The table on this page shows the current rates and the previous column, straight from Annex A of the agreement.

The big story in 2026 is that nothing has moved. The last rise was 1% plus $1,000 on 4 December 2025. The agreement reached its nominal expiry on 31 March 2026, teachers rejected a 9% over three years offer on 11 September, and there have been strikes in May, June and September. See the ACT pay rise tracker for where that stands.

What your payslip should show

PAYG withheld each fortnight should be about $762 (ATO Scale 2, tax-free threshold claimed). Small differences come from rounding and 27-pay years. Your marginal rate is 32% including Medicare, so each extra $1,000 of salary adds about $680 to take-home.

Estimates for an Australian resident for 2026–27 who claims the tax-free threshold, with no other income, no dependants and private hospital cover not required. Medicare levy uses the 2025–26 low-income thresholds (2026–27 not yet published). How the ACT Teacher Level scale works

Since 27 January 2024 the ACT has used a Teacher Level scale. TL1 to TL3 are the New Educator levels, where you get a lighter teaching load. TL4 to TL8 are Experienced Teacher levels. TL8 was added in the restructure and could first be reached on 27 January 2025, which is why the top of the ACT scale jumped compared with older guides you may find online.

  • Permit to Teach ($82,796): for people teaching under a TQI permit who are not yet fully registered. It sits below the graduate step.
  • TL1 ($91,396): the usual start for a four-year-trained graduate.
  • TL4 ($108,619): where you reach Experienced Teacher, normally in your fourth year.
  • TL8 ($129,106): the top of the classroom scale, seven increments after TL1.

Progression: one level every 27 January

The ACT is unusual in having a single increment date for every classroom teacher: 27 January. You don't progress on the anniversary of your start date. You move up one level each 27 January, as long as you have met the Teacher Performance and Development Guidelines. Leave without pay can push your increment date back.

How to check you're on the right step

  1. 1

Find your classification on your payslip

It will show TL1-TL8 (or PTT). Compare the annual rate with the table above.

  2. 2

    Count your recognised years

Each full year of recognised teaching or relevant experience should equal one level above TL1.

  3. 3

    Check your last increment

If you didn't move on 27 January and you weren't on extended leave without pay, ask your business manager why.

  4. 4

Ask the AEU ACT if it still looks wrong

The union can help you lodge a salary review with the Education Directorate.

HALT certification: an increment or $7,495

The ACT doesn't have a separate HALT salary step. If you gain Highly Accomplished or Lead Teacher certification below the top of the scale, you get an extra increment. If you are already at TL8 (or SLC2), you get a HALT payment of $7,495 a year from December 2025, paid fortnightly. See the ACT HALT salary page for the detail.

How ACT pay compares nationally

Canberra teachers who live near the border can work in Queanbeyan or Yass on the NSW scale.

ACT public (since 4 Dec 2025)

  • Graduate: $91,396
  • Top of classroom scale: $129,106
  • Super: 12.5%, up to 13.5%
  • Last rise: 4 Dec 2025

NSW public (from 9 Oct 2026)

  • Graduate: $92,882
  • Top of classroom scale: $133,422
  • Super: 12% guarantee
  • Rise paid October 2026

The freeze has cost the ACT its place near the top of the table. A teacher at the top of the NSW scale now earns $4,316 more than one at TL8 in Canberra, and the NT pays its graduates more too. The ACT's one clear edge is super: the employer pays 12.5% plus an extra 1% if you contribute 3%. Compare every state at which state pays teachers the most or head to head at NSW vs ACT.

Catholic and independent schools in Canberra

Catholic systemic schools in the ACT are run by Catholic Archdiocese of Canberra and Goulburn Education (CECG) under the NSW and ACT Catholic agreement. Their August 2026 rise of 3.5% put them ahead of the public scale: $94,596 for a graduate and $133,625 at the top. Independent schools such as Canberra Grammar and Radford set pay in their own agreements. More on the ACT Catholic teacher pay page.

Frequently asked questions

How much does a teacher earn in the ACT in 2026?
An ACT public school teacher earns $91,396 at Teacher Level 1 and $129,106 at Teacher Level 8, the top of the classroom scale. These rates have applied since 4 December 2025 and stay in place until a new agreement is approved.
How long does it take to reach the top of the ACT scale?
Seven years from TL1 if you progress every year. Everyone moves on the same date, 27 January, so a graduate who starts on TL1 in late January 2026 would reach TL8 on 27 January 2033.
Why hasn't ACT teacher pay gone up in 2026?
Because the 2023-2026 agreement's last rise was paid on 4 December 2025 and no new agreement has been made. Teachers rejected the government's 9% over three years offer on 11 September 2026, so bargaining and industrial action are continuing.
What is a New Educator in the ACT?
A New Educator is a teacher on TL1 to TL3, normally in their first three years. They have a reduced face-to-face load: in year one 18.5 hours a week in primary or 17 in secondary, compared with the normal maximum of 21 and 19.
Do ACT teachers get paid more than NSW teachers?
Not right now. Since NSW's October 2026 rise, a NSW graduate earns $92,882 against $91,396 in the ACT, and the NSW top step is $133,422 against $129,106. The ACT pays more super, which narrows the gap.
Is ACT teacher pay the same in Catholic schools?
No. Since August 2026, CECG Catholic systemic teachers in the ACT earn about 3.5% more than public teachers: $94,596 for a graduate and $133,625 at the top step.
