The short answer
Australian teachers move up in three ways. Annual pay steps take a full-time graduate to the top of the classroom scale in about 6 years in NSW and 7 to 10 in the other states. Certification (Proficient, then optional HALT) is the gate to the top steps. Promotion to roles such as head teacher, deputy and principal comes through merit selection. In NSW that path runs from $92,882 to $236,318.
- Proficient accreditation is a hard gate in NSW (Step 2 to Step 3).
- Most states add a top tier for expert classroom teachers: HALT, Senior Teacher or Level 3.
- Promotion roles are won by application, not by years served.
- Victorian leadership roles (Learning Specialist, Leading Teacher, AP) are tenured for up to 5 years.
The three ladders
Classroom ladder
- Annual increments up the classroom scale
- Gates: Proficient accreditation, then optional HALT or a state equivalent
- You keep a full teaching load
- Top classroom pay in 2026: about $118,000 to $147,000 depending on state and tier (more in the NT with a HALT allowance)
Leadership ladder
- Middle leader, then deputy, then principal
- Each step is a merit selection: written application, interview and referees
- Less teaching, more management and accountability
- Pay from about $128,000 (SA Band B-0) to $253,369 (NSW Executive Principal)
You can combine them. Many deputies are also HALT-certified, and in Victoria the Learning Specialist role is built for teachers who want to lead teaching practice while staying mostly in the classroom.
Stage 1: Graduate to Proficient
Every new teacher starts with provisional or conditional registration and must reach Proficient against the Australian Professional Standards for Teachers. In NSW it's tied directly to pay. A teacher can't move from Step 2 ($99,889) to Step 3 ($104,156) without confirmed Proficient accreditation. Elsewhere, moving from provisional to full registration is a registration requirement, not a pay gate, but you still need it to keep teaching. The detail is in Proficient teacher accreditation.
Stage 2: climbing the classroom scale
VIC: VGSA 2026 is approved by staff but awaiting the Fair Work Commission. Once approved it moves 1-1 to $92,882 and 2-6 to $133,456 from 1 October 2026, with back pay. QLD rates are interim pending arbitration.
Prior experience usually counts. Victoria places you at 1-1 plus one subdivision per year of approved experience, including relief teaching in Victorian schools since 2005. The NT counts 180 days of relief teaching as one year. NT early-career teachers can also jump to CT4 at the start of year 3 by completing two years in NT government schools and two semester units of postgraduate study. For the mechanics, see how teacher pay steps work.

Most states pay more for proven expertise without making you a manager. The routes differ.
Start with HALT explained, then the step-by-step HALT application process. In Victoria, read Learning Specialist and Leading Teacher.
Stage 4: middle leadership
Middle leaders run a faculty, stage or program and manage other teachers. The names change across the border but the job is similar.
WA admin levels depend on the school's classification, so we haven't mapped heads of learning area to a single figure. See the WA scale on WA teacher pay.
Stage 5: deputy and principal
Deputies run whole-school systems. Principals carry final accountability. Both are filled by merit selection, with longer written applications and larger panels. NSW deputies earn $179,255 and principals $184,175 to $236,318. Our how to become a principal guide covers the pathway, panels and every state's principal range.
A NSW career path in 2026 dollars (full-time)
- Year 1: Graduate, Step 1
- $92,882
- Year 3: Proficient, Step 3
- $104,156
- Year 7: Step 7
- $133,422
- Year 9: HALT
- $141,997
- Year 11: Head Teacher
- $153,531
- Year 15: Deputy Principal
- $179,255
Illustration only, at 9 Oct 2026 rates with no future pay rises. The years are a plausible example, not an entitlement: every promotion after Step 7 depends on certification or winning a merit selection.

Compare rolesHow to move faster
- Get Proficient on time. In NSW every month late is a month at the Step 2 rate
- Claim all prior service, including relief teaching, when you start or change employer
- Take relieving and higher-duties roles. They give you evidence and pay a higher rate while you act
- Keep an evidence folder from year one: data, feedback, programs, emails from colleagues
- Consider rural or remote schools, where promotion vacancies attract fewer applicants
- Learn the selection format for your state before you need it (see selection criteria for teachers)
When progression stalls
Increments can be withheld if your performance and development process isn't satisfactory. Victoria can withhold progression only after written notice of the standard required and a chance to improve. Leave without pay can push back your increment date in the ACT and elsewhere. Part-time teachers usually progress by service, not calendar time. NSW counts 203 days of service as a year. If you think a step has been missed, check your payslip against the scale. Then ask payroll and, if needed, your union. Back pay for a missed step is usually recoverable.
